Notice of Referendum

The Spring election on April 7, 2020, will ask voters if the Waterford Union High School District should be authorized to exceed the state’s revenue cap by an amount of $95,000 each year beginning with the 2020-21 school year on a recurring basis for the purpose of paying the costs of salary, benefits and operational expenses associated with a school resource officer. 

I met with the Town and Village Board Presidents and both collaboratively agreed that Waterford Union should have an SRO on-site.  To further solidify the town and villages’ unity surrounding an SRO, both boards took action unanimously passing resolutions in support of the Waterford Union referendum question.    

If approved, the School Resource Officer (SRO) would act as a bridge between the police, school and other community agencies dedicated to working with children. The SRO would be responsible to ensure a safe and healthy educational environment for students and all other school personnel. The SRO emphasizes the importance of building relationships, foster public trust and connect the police department with the school and community. The Waterford Union SRO program would be dedicated to providing exceptional service to the Waterford Area School Districts with the following goals:

1. Creating and maintaining safe, secure and quality learning environments for students, teachers, and staff. 2. Ensuring a positive channel of communication with the students, parents, and teachers. 3. The SRO will serve as a positive role model to instill in student’s good moral character, good judgment and discretion, respect for other students, and a sincere concern for the school community. 4. Support school-wide efforts to educate students on the consequences of unacceptable behavior both in school and in the community.  In addition, the SRO will work to educate students on crime prevention and personal safety.

On Monday, December 16, 2019, the School Board of the Waterford Union High School District has passed a resolution to provide for a referendum election that the final school district budget shall include an amount not to exceed $95,000 in excess of the revenue limits imposed by Section 121.91 of the Wisconsin Statutes each year beginning with the 2020-21 school year on a recurring basis for the purpose of paying the costs of the salary, benefits and operational expenses associated with a school resource officer.

 

The referendum ballot will ask District electors: “Shall the School Board of the Waterford Union High School District be authorized to exceed the revenue limit under Section 121.91 of the Wisconsin Statutes by an amount of $95,000 each year beginning with the 2020-21 school year on a recurring basis for the purpose of paying the costs of the salary, benefits and operational expenses associated with a school resource officer as provided in the foregoing resolution?”

 

A “yes” vote is in favor of the resolution set forth above and is a vote to approve exceeding the revenue limit under Section 121.91 of the Wisconsin Statutes each year by an amount of $95,000 beginning with the 2020-21 school year on a recurring basis for the purpose of paying the costs of the salary, benefits and operational expenses associated with a school resource officer.

 

A “no” vote is opposed to the resolution and is a vote to deny exceeding the revenue limit under Section 121.91 of the Wisconsin Statutes each year by an amount of $95,000 beginning with the 2020-21 school year on a recurring basis for the purpose of paying the costs of the salary, benefits and operational expenses associated with a school resource officer.
